The looks of the Lee Brothers were based on their Double Dragon 3: The Rosetta Stone looks.
The one who voiced Billy is the same one who voiced Captain Falcon in the N64 Super Smash Bros., while the one who voiced Jimmy was the same one who voiced Knuckles the Echidna in Sonic X.
This TGCD/Super CD version was created by the same exact staff that also ported Kaneko’s Nexzr and Toaplan’s Zero Wing arcade games to the same platform. They all three have similar instruments and animated scenes.
